Yes, it can be done. This is the recipe for my own Dan Hibiki character... follow the instructions carefully and you'll be able to use him in any of Fire Pro Wrestling Ace's game modes.
STEP 1:
Enter edit mode from the main options screen. Choose the option "Edit Wrestler" at the top of the edit mode menu. You'll see a generic character named Fire Fighter along with several new options. Now, select "Wrestler Models".
You'll enter the Wrestler Select screen. Press right on the D-pad until you reach the organization called "Eclipse". Now press down until you find Arch Angel, Ricardo Gabriel. Select him.
STEP 2:
Once you're back in the Wrestler Edit menu, select the option "Appearances". There will be a variety of options you can change... change them to the following as illustrated below.

It's not a lot of fun entering all this numbers, but you can speed things up by copying and pasting colors with the Game Boy Advance's L and R buttons. Put your cursor over a color, then press L to copy that color into memory. From there, you can change colors by putting your cursor over them and pressing R.
When you're (finally!) finished, select Exit on the color menu.
STEP 4:
Select the "Edit Abilities" option on the Wrestler Edit screen.
You're now in the abilities screen. You'll notice two charts of statistics, one for attacks and the other for defense. You can have a little fun with this and make the statistics even lower than the ones listed below, but here's what I used:

STEP 5:
I generally don't bother with the CPU Logic mode, but if you're going to fight against Dan or use him as a tag team partner you might want to consider altering the percentages a bit (especially the ones next to "Performance", which determines how often the character will taunt).
You'll probably want to give your character a name, and then save him so you don't lose all that work. Select the "Name Entry" option on the Wrestler Edit screen, then enter the following data:

Press Start to exit this screen.
Now, select the "Data Storage" option. Pick Save, choose a slot for your character, and select Exit or press Start to return to the Wrestler Edit screen.

You're not quite finished, but you're getting there. Pick the "Edit Skills" option and enter the following data:

About what you've just entered... you can really select any wrestling organization for Dan that you want, although a custom designed one specifically for video game characters is a good idea. I've got him lumped into a special GRB organization with my friends and Byron, my web site's mascot, but after someone who borrowed my copy of the game created everyone from Raiden (the fat wrestler in Capcom vs. SNK) to Jeffry McWild from Virtua Fighter, I'm seriously considering making a new, more appropriate group for them as well as any future imports from other video games.
I've chosen Heel as Dan's fighting style because this makes the audience boo rather than cheer whenever Dan enters the ring at the beginning of the match. Dan's special skill is Stardom, chosen because he's a notorious showoff, and his critical type is Striking, because his finisher is the Hisshou Burai Ken (a quick barrage of punches and kicks). Finally, Dan's theme music is Tornado, because it's the closest I could come to his Hong Kong tune in Street Fighter Alpha 2.
Anyway, when you're done, select Exit to return to the Wrestler Edit screen. There's one more step to take care of before the character can truly be called Dan Hibiki, and it'll take you a while to complete it. You may want to consider saving the character and finish him later, like, after a few games of Pac-Man Arrangement or something.
STEP 7:
Take a deep breath, because you've got to select all of Dan's moves, and there are a LOT of moves available in Fire Pro Wrestling. Select the "Edit Moves" option and complete the list as follows.

I tried to select moves that'd make the character mirror the original Dan Hibiki as closely as possible, but it wasn't easy in some cases. For instance, there are plenty of taunts in the game, but no rolling ones, so I had to give Dan rolling holds instead. However, Dan's basic kicks and punches are pretty close to the ones he has in Street Fighter Alpha, and the Back Spin Combo is a pretty good substitute for Dan's Hisshou Burai Ken... you can even name it that after you're done selecting all of his moves.
I chose several moves for Dan that are either really flashy or really comical. The Iconoclasm is Dan's most impressive attack... the player sets his opponent on the turnbuckle, gives him an uppercut, and spins around to catch him by the neck as he falls to the ground! However, you'll notice that Dan appears to botch some of his other throws and holds, and he isn't above hitting his opponent in the privates (fortunately, you'll hear a bell rather than Bob Saget when this happens).
Congratulations... your homemade Dan Hibiki is finished! All you've got to do is save him and he'll be available in the game's other modes. Better yet, you can give the character to a friend so he doesn't have to spend an hour or more creating him!
